Charlie Gordon is mentally handicapped and all he wants in life is to be a genius. Charlie takes the chance, but he must adjust emotionally when a laboratory experiment raises his IQ to amazing levels.

Elwood must reunite the old band, with a few new members, and go on another "Mission from God."
