Cassie, the good witch, gift store owner, mayor and wife to sheriff Jake with two kids and their baby, is visited by her foster mom. The town is plagued with shoplifting and a nasty reporter.

A darkly beautiful and mysterious woman comes in to town and inhabits the local haunted mansion, making everyone wonder if she's a witch or "The Grey Lady".
